The diagnostic's plan is created to go straight into a build. If you approve one, it's proposed and budgeted separately — the diagnostic fee pays for the diagnostic, not a slice of the build.
You keep the plan either way
The diagnostic is a complete, standalone artifact regardless of what you decide next. Take it to your internal team or another provider. It's yours, and it's built to be executable without us.
